The last couple of weeks have raised serious concerns regarding the behaviours of the Council’s elected leadership at Warwick District Council, which have subsequently led to the resignation of one of our Labour councillors, Dr Helen Adkins.
We are deeply saddened by her decision to step down and are sorry to lose such a committed and capable colleague. As portfolio holder for housing, Helen was driving forward vital work to improve housing provision in our district. Her energy, insight and determination to deliver for residents will be greatly missed.
The behaviour of councillors is the personal responsibility of each councillor, and recent incidents have shown conduct that is outdated, divisive and disrespectful — behaviour that is unacceptable in any workplace and should never be tolerated in local government. This is not just about Helen; officers have also been subjected to such conduct, with a recent inquiry into Councillor Lowell Williams finding he had breached the councillor code of conduct.
We call on the leader of Warwick District Council, Ian Davison, to take personal responsibility for driving immediate change in the way the council operates, delivering a demonstrable improvement in behaviour and a renewed commitment from all councillors to uphold the highest standards. All councillors should receive training to protect both officers and colleagues, ensuring they fully understand and consistently meet the standards expected in public office.
A cultural shift is needed so councillors and officers can work in an environment of mutual respect, supported by a more transparent standards process that empowers people to challenge poor behaviour and ensures complaints are resolved fairly and promptly. Delays in addressing complaints have significant consequences, allowing unacceptable behaviour to continue unchecked and eroding trust in the system. This must be addressed as a priority.
The Labour Group stands by Helen and thanks her for her outstanding service to the residents of Warwick District. We will continue to press for a council culture where everyone can serve our community free from disrespect, division and intimidation.
